Online is the growth engine
The online segment alone is forecast at about $107.7 billion in 2025, growing at a compound annual rate near 5.4% to reach roughly $133 billion by 2029. Online now accounts for a rising double-digit share of total industry revenue, though the split varies enormously by country and regulatory regime.
Regulated vs. offshore
A defining feature of the market is how much of it sits outside licensed channels. Industry estimates put the regulated share of global online GGR at roughly 22% in 2025 — meaning the majority of online activity still flows through offshore or grey-market operators. Channelling that activity into licensed, taxed markets is the stated policy goal of most regulators.
